Rack and Pinion Oil

I took my ' 71 B for one last spin and the steering was EXTREMELY tight. So I disconnected the steering arms from the hubs and both sides move very freely. So the rack appears to be the culprit. Is there a way to add fluid to it without removal?? Help

When I got my B the steering was extremely hard. The rubber tie rod boots were rotten and had cracks. The rack and pinion housing was virtually dry. Replaced boots and filled with 90 weight oil. and it feels almost like power steering. No leaks or issues after several hundred miles.
